ummm im not sure about that! guess so?
It is a ‘green roof’ and in this case it is probably a method to cool the the building although there could be some other reasons for it. You can read more about green roofs at en.wikipedia.org/wiki/Green_roof

I don’t believe it’s a green roof … looks like a flat roof with a defective drainage system. Sorry.
And that’s a lot of weight up there too, since a cubic yard of water weighs about a ton.
